Okay, no, that is a very stupid question. What I should ask is why the relatively sober tone of previous official arts is suddenly broken by something like this, and why didn't they do it before.
Well, there was that sakura viewing picture, and that Halloween picture, and that picture of Feldt and Tieria as maids, and--

Pissed off maid Tieria with moe!maid Feldt. (http://community.livejournal.com/gundam00/169842.html) Scrolling down to the last one (maybe two, if you're into H/Allelujah apparently contemplating whether to molest a drunk Sumeragi) is recommended.
The two in this post are from here (http://community.livejournal.com/gundam00/225409.html). There are more illustrations by Yun Kouga there, but they're a bit more sloppy, I think.
